Who We Are

James Wallner

James Wallner is a senior fellow at the R Street Institute, where he writes about the theory and practice of democratic politics. His research focuses on the separation of powers, Congress, political parties, and the federal policy process. He also serves as a Lecturer in the Department of Political Science at Clemson University.

Before joining R Street, James was the Group Vice President for Research at the Heritage Foundation. He spent over a decade on Capitol Hill earlier in his career working in senior positions in both the House of Representatives and Senate. He was the Executive Director of the Senate Steering Committee during the chairmanships of Pat Toomey and Mike Lee. He began his career on Capitol Hill as a Legislative Assistant in the House of Representatives.

James received a bachelor's degree in political science from the University of Georgia. He received both his master's and doctoral degrees in politics from the Catholic University of America. He also holds a master's in international and European politics from the University of Edinburgh in Scotland.

Casey Burgat

Casey Burgat is the director of the Legislative Affairs program at the Graduate School of Political Management and host of its Mastering the Room podcast. Prior to joining GSPM, Dr. Burgat was a Senior Governance Fellow at the R Street Institute where his research focused on issues of congressional capacity and reform. In this role, Casey wrote regularly for both scholarly and journalistic publications, including CNN, the Washington Post, and Politico, and appeared on a variety of television and radio outlets. Dr. Burgat coauthored Congress Explained: Representation and Lawmaking in the First Branch, a textbook on all things Congress, published by the Sage/CQ Press in the fall of 2022.

Previously, Casey worked at the Congressional Research Service, where he was responsible for responding to congressional requests about federal rulemaking, issues of congressional reform, the president’s role in federal budgeting, federal advisory committees, and congressional staffing.

Casey is a graduate of Arizona State University, with a bachelor’s degree in political science. He also holds a master’s in political management from George Washington University and received his doctorate in government and politics from the University of Maryland, College Park.

Joshua Huder

Joshua C. Huder is a Senior Fellow at the Government Affairs Institute. He's taught courses on American government, advanced legislative process, and other American politics courses. He has also provided political analysis to several news outlets, including the Washington Post, Congressional Quarterly, Newsweek, Bloomberg News, CNN, the Washington Examiner, U.S. News, Al-Jazeera, Yahoo News.

Prior to joining GAI, Josh worked on Capitol Hill as an American Political Science Association (APSA) Congressional Fellow. His research focuses on legislative procedures and congressional reform.

Joshua received both his doctoral and master's degrees in political science from the University of Florida. He also holds a bachelor's from Rutgers University

Matt Glassman

Matt Glassman is a Senior Fellow at the Government Affairs Institute at Georgetown University. He has taught courses on and off the Hill on American government, congressional process, congressional-presidential relations, and congressional leadership.

Prior to joining GAI, Matt worked on the Hill at the Congressional Research Service for ten years. His portfolio included congressional operations, separation of powers, appropriations, judicial administration, agency design, and congressional history. He was detailed to the House Committee on Appropriations as professional staff for the Legislative Branch Subcommittee in FY2010 and FY2011.

Matt received both his doctoral and master's degrees in political science for Yale University. He also holds a bachelor's from Hamilton College.

Anthony Madonna

Anthony Madonna is an associate professor in the Department of Political Science, which is part of the School of Public and International Affairs at the University of Georgia.

He received his PhD in political science from Washington University in St. Louis in 2008 and a BA from Michigan State University in 2002. His research interests include American political institutions and development, with an emphasis on U.S. Congressional politics and procedure. 

During the 2012-2013 academic year, he served as an APSA Congressional Fellow with the Congressional Research Service in Washington, D.C. In 2014, Madonna was awarded a Richard B. Russell Award for Excellence in Undergraduate Teaching.  His personal website can be found at www.tonymadonna.com.

Daniel Schuman

Daniel is POPVOX Foundation's Director of Governance where he focuses on modernizing the federal government and improving how Congress functions. Previously, Daniel was policy director at Demand Progress and at CREW, policy counsel at the Sunlight Foundation, legislative attorney for the Congressional Research Service, and as a Capitol Hill staffer. Daniel co-founded the Congressional Data Coalition, launched the First Branch Forecast newsletter, and built numerous websites, including EveryCRSReport. Daniel is a former CodeX fellow at Stanford, lectured on congressional information in Data Skills for Congress, a certificate program organized by USAFacts and the Goldman School of Public Policy at UC Berkeley, and was named by Washingtonian magazine in 2022 as one of Washington DC’s 500 most influential people.

Jason Roberts

Jason M. Roberts is a Professor of Political Science at the University of North Carolina Chapel Hill. Prior to joining the faculty at UNC, Professor Roberts was an assistant professor of Political Science and Law at the University of Minnesota.

He specializes in American political institutions, with an emphasis on the U.S. Congress. His research interests include parties and procedures in the U.S. Congress and congressional elections.

Jason earned his B.S. in Political Science from the University of North Alabama (1998), his M.A. in Political Science from Purdue University (2000), and his Ph.D. from Washington University in St. Louis (2005).

Paul Winfree

Dr. Paul Winfree is President and CEO of the Economic Policy Innovation Center in Washington, DC. He is also a Research Affiliate at the Queen’s University Centre for Economic History at Queen’s University Belfast, and is an Advisor at the Centre for Economics, Policy and History at Trinity College Dublin and Queen’s University Belfast.

Winfree’s research focuses on US economic history, public finance, the political economy, the economics of media, and the economics of education.

Winfree was the Distinguished Fellow in Economic Policy and Public Leadership at The Heritage Foundation. He was also Chair of the Fulbright Foreign Scholarship Board sponsored by the US Department of State.

Before rejoining Heritage in 2018, Winfree served as Deputy Assistant to the President for Domestic Policy, the Deputy Director of the Domestic Policy Council, and the Director of Budget Policy.

Winfree holds a Ph.D. in economics from Queen’s University Belfast, a M.Sc. in economic history from the London School of Economics and Political Science, and a B.S. in economics from George Mason University.
